Board of Directors

Billy Chan

Chair

Billy Chan is currently the Director of the Centre for Education in Medical Simulation, Faculty of Medicine at Macau University of Science and Technology. He is well-known for his leadership in healthcare simulation training in the region, having introduced skills training programs in various countries over the past two decades. He is also the Chairman of the Board and Founder of the Sino- Phil Asia International Peace Awards Foundation. Additionally, Billy holds various positions in Macao, he is the Vice President and co-founder of Sino Luso International Medical Forum. In PRC, he is the Standing Committee Member of the International Trauma Rescue and Treatment Association in Beijing, Honorary Consultant for Peking University Peoples Hospital in Beijing, and Executive Council Member of the World Association of Chinese Doctors. He is an Honorary Fellow at the University of Gloucestershire in the UK and has received recognition for his achievements in medical simulation education.

Liviano Lacchia​

Vice-Chair

Liviano Lacchia is a senior leader of Human Resources at Galaxy Entertainment Group (GEG). Liviano commenced his relationship with Macau in 2005/2006 and moved full time to Macau in early 2008 and calls Macau home. He arrived in Hong Kong some 20 years ago and has worked throughout the Asia Pacific region. Liviano has over 20 years of solid experience in human resources management, setting up large scale recruitment shared services operations, outsourcing and consulting as well as business development. His experience spans front line as well as back office operations in building operations across Asia Pacific. Prior to joining GEG, Liviano was the Regional Director of Recruitment at Melco Crown Entertainment, Director of Managed Services Talent2 Asia, Principal Business Development Headstrong and with Sybase Asia Pacific.

Patrick Liu

Treasurer

Patrick is Head of Internal Audit of Banco Comercial de Macau (established 1974), one of the leading banks incorporated in Macau. Prior joining BCM, he was Director of EY and Senior Manager of KPMG from 2005 to 2018, and gained extensive knowledge and experience in auditing, accounting and taxation. He is a Fellow Member of CPA Australia and President of the Supervisory Board of The Taxation Association of Macau. His connection with Australia began when he lived in Melbourne from 1996 to 2004, where he completed high school and University and learnt many great things about Australia. Since returning to Macau, he has continued his connection with Australia by providing business advice to Australian individuals and corporate entities with interests in Macau. Patrick actively participated in the establishment of the AustCham Macau Chapter.

Sharon Warren

Secretary

Before relocating to Macau in 2016 Sharon was the National Project Leader and Facilitator for the Australian Federal Government’s “Working Safe = Living Safe” mentoring project. This was the follow on from the Mentoring Australian Apprentices Project that Sharon facilitated in Western Australia and the Northern Territory. Both projects involved providing support and training to workplace mentors which in turn enabled them to support their workplace apprentices and trainees and to improve retention and completion of their qualifications. Prior to this, Sharon was Training and Development Manager for the Registered Training Organisation ‘CTIA’ and the Watermark Hotel Group. After many years in the Hospitality and Training arenas Sharon now provides consulting services to various organisations in Australia.

Denise Lau

Director

Denise Lau studied at RMIT in Melbourne and has been working in event management and communication at the United Nations ESCAP/WMO Secretariat for over a decade. During this time, Denise has worked on various projects related to peace and conflict resolution for Asia and the Pacific, and has gained expertise in diplomacy, negotiation, and managing complex projects. Denise is highly skilled in interacting with international delegates, organizing high-level meetings, and managing complex projects. Her extensive experience in diplomacy, negotiation, and international affairs has given her a deep understanding of the field. Additionally, Denise’s fluency in multiple languages and vast experience living in different countries gives her a unique and global perspective on every project she works on.

Eddie McDougall

Director

Eddie McDougall is the Founder and Group CEO of The Flying Winemaker. He is an entrepreneur experienced in managing companies in Australia, New Zealand, Hong Kong, China, and Macau. At present, Eddie holds board positions in wine, media and hospitality companies, international trade associations, and sport’s governing bodies. Eddie completed a Bachelor of International Business from Griffith University, Brisbane, and a Post Graduate Diploma of Wine Technology and Viticulture from the University of Melbourne. With a winemaking career spanning over two decades, Eddie has produced wines with some of the most influential wineries in the world. A generous contributor to the wine industry, Eddie is regularly invited to speak at technical conferences and judge at international wine competitions. Outside of winemaking, he has produced and hosted several television programs for ABC Australia, Discovery Channel and Netflix.

Stephen Berry

Director

Stephen Berry is the Chief Executive Officer of DDE Technology, a cybersecurity services and advisory company that works with clients in Macau and around the world to protect critical public infrastructure and operations. Stephen has held business development and leadership roles in the IT industry for over 30 years. He first came to Macau in 2006 in the role of Technology Director for the City of Dreams casino and resort during its construction. Stephen is a guest lecturer on a range of leadership topics with various university MBA programs including the University of Saint Joseph in Macau.

Timothy Bruce

Director

Timothy (Tim) has been General Manager of the Grand Hyatt Macau for five years. His previous position was the opening of the Grand Hyatt Haitang Bay, China. He has worked in hospitality for over 40 years, with his background in culinary and food and beverage operations and has held senior leadership positions for the past 20 years. He has worked in Europe, Middle East, Japan, Australia, India, China and Macau. Having the experience and knowledge gained working in such diverse locations and with teams from varying cultures has given him a diverse perspective he can use to add value to organizations he works and associates with.

Vincent Leat

Director

Vince is currently the Vice President of Loyalty Marketing and CRM at Grand Lisboa Palace, Macau’s newest integrated resort. Vince has extensive experience in data, analytics and CRM and has consulted to many of Asia’s biggest brands whilst working for IBM, Teradata, Think Big Analytics, Accenture and Alphazetta. Over the past 22 years he has lived and worked in Hong Kong, Singapore, Shanghai and now Macau.

Catherine White

Vice-Chair

Catherine’s career began as a primary school teacher, but veered into hotels when she took a part time job as a banquet waiter. After working for Hyatt Hotels & Resorts in various roles that included managing sales/business development teams, as well as implementing and training sales systems, she arrived in Macau in 2010. Catherine is currently Executive Director of Sales Operations at Sands China Ltd. Based in The Venetian Macao, Catherine and the sales team are responsible for filling Sands China’s properties with wholesale, conference and exhibition groups and events. Catherine has been involved with AustCham Macau for the past few years and looks forward to meeting many more members and friends over the coming years.

Sean McCreery

Vice-Chair

Sean McCreery is Senior Vice President of Resort Operations in Sands China Ltd. (“SCL”) and a member of the Company’s Executive Committee since August 2019. He joined SCL as Senior Vice President, Table Games in October 2015 after serving in Las Vegas Sands (“LVS”) as Senior Vice President, Casino Operations from December 2013. Serving as the face of the Sands China Integrated Resort Senior Management, Sean is responsible for providing leadership and oversight of overall strategic direction of Sands China Integrated Resort Operations and related Departments. He leads special projects involving operations and ensures good bench-strength in each function through talent development and succession planning. Originally from Australia, Sean graduated with a Bachelor’s degree with honors in Economics and Politics from The Flinders University of South Australia.

Luís Pinto

Chair

Luís is a lawyer practicing in Macau with Jorge Neto Valente, Lawyers and Notaries, one of the leading local law firms, since 2003. Before graduating in law from the University of Macau in 2000 and starting his legal practice, Luís was the librarian of the High Court of Macau and, after 19 December 1999, of the Court of Second Instance and the Court of Last Instance. His practice includes banking and insurance, both from a business as well as a compliance and regulatory perspective, mergers and acquisitions, aviation, telecommunications, commercial contracts, conveyancing, corporate law, civil and administrative litigation, and employment. Luís is a licensed notary and an arbitrator registered in the Macau Lawyers Association and in the Zhuhai Court of International Arbitration. He also has an MBA degree from the University of Macau.

Jessie Lam

Member

Jessie is a Certified Public Accountant registered in Macau. Before joining Macau Jockey Club as Director of Finance, she worked for KPMG Macau for 6 years providing audit and tax services to clients of varies industries. She is also the Vice President of Macau Tourism Cultural Creativity Research Association, Director of Macao Association of Young Employees in the Gaming Industry, and a member of Macau Society of Certified Public Accountants.

Michael Keen

Member

Michael Keen moved to Macau in early 2007 to pursue a career in the wine industry after leaving his home town of Adelaide at a young age. After graduating from the University of Adelaide, Michael held various sales positions before embarking on his overseas journey and helping to establish Summergate Fine Wines in Macau. It wasn’t long before another opportunity came knocking and together with a business partner, Fine Beverages Limited was born, where he worked as the Director of Sales & Marketing for close to nine years. He recently made the switch into gaming manufacturing as the global Vice President of Sales for China TradeRite Products. Michael is keen to use his international relations and business development skills to grow AustCham Macau into a healthy Chamber.
